I currently have ACT installed on two laptops. One laptop I’m going to need to retire so need to install ACT on a third laptop and allow it to sync to the other remaining laptop. Is this something you can assist with?

You didn’t say what version of Act you have. Most versions of Act only allow for 2 installations. You’ll probably need to uninstall Act on the old machine which will hopefully deactivate that license. If not you’ll have to contact Act support and ask them to deactivate the machine you are retiring.
