I have Act Pro v20. I am purchasing a new computer. Will I run into any problems or should I move to another product?

Yes, you most probably will run into issues. First of all, your new machine will most probably have Windows 11 and your current Act Pro v20 is not Windows 11 compatible. You might have trouble getting it to install and/or find that certain feature in Act won’t work correctly. Secondly, Act Pro allows for two activations per license. That means that if you have already installed and registered Act twice before you will not be able to register it again for a third time. Theoretically you can call Act support and they might be willing to release one of the previous activations but more often than not they won’t.
I am on Act v22 and would like to import about 1000 contacts, each with notes and history. I’ve read your explanations about “records” so I think I’ll need a larger plan to get everything imported. I don’t do any marketing or emailing from Act, just contact information and note taking.

You didn’t mention what product you are interested in migrating to. You mentioned “records” so I’m assuming it is Bigin. Unfortunately, Bigin doesn’t allow you to import Histories, just notes. If you want your Act Histories in Zoho you’ll need to move to Zoho CRM Standard which runs $168/year or $20/month. Zoho CRM Standard will allow for the creation of 10 custom fields so if you don’t have many custom fields in Act this would probably be your best bet. Here is a link to a trial version.
